Sheffield Wednesday Deals with Serious Challenges, States New Football Authority

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

The Championship club's persistent issues are seen as a "major concern" and the new football authority is aiming to acquire authority to look into club affairs in similar circumstances, the recently named head the official has stated.

In a wide-ranging interview, Kogan, who was named to the position this week, voiced concern towards supporters of the Owls.

The regulator engaged with four supporter groups representing the Championship side this week.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on multiple instances, including in September.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for football in England and this week we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring the club and similar situations brought to our attention if they require examination and addressed."

Monetary Issues and Ownership Situation

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the football authorities in summer, blocking the team from conducting any recruitment activities for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has represented their community in many cases.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for reasons that have nothing to do with the followers."

Questioned about whether the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an particular organization, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the owner's facing," the regulator explained.

"In actuality, when you look back over the history of football, over the last 20 or 30 years there have been some owners, a small minority, but certain individuals who have acted carelessly in the way which they've been managing their teams and eventually don't wish to take responsibility for the long-term prospects."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and insisted it was a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate swiftly," Kogan said.

"And that's what nobody wants in the terms of English football is a huge success story - we've got to keep it going.

"Considerable investment coming into football and has come into football for the recent generations, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I fully support the prosperity and expansion as an financial organization of the Premier League.

"Being fully aware of the concern of undermining the top flight as an elite competition of this country. But at the same time, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a considerable comfort."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The chairman contributed funds to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I am no longer involved in any form of political activity."
