The Australian skipper has secured 309 Test scalps in 71 Test matches with an average of 22.10.
The Australian selection chief Bailey has declared that skipper Cummins will be a central figure in this winter's historic rivalry.
Speculation had been growing that the veteran bowler might be unavailable due to a ongoing back issue that remained unresolved.
Earlier indications from team management suggested no definitive call had been made regarding his involvement, with the extended contest scheduled to begin on 21 November in Perth.
The selector shared that his recovery is on track and was "optimistic" about his chances of participating.
"We know that the window is narrowing and various factors at play, not only the physical problem, but additional elements," the selector added.
"The outlook is good. We firmly believe that he's going to play a key capacity. With luck it's the first Test. Otherwise, then we'll pick it up."
Past Concerns
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals in the previous weeks after examinations confirmed a lumbar bone stress.
Previous incidents include of back injuries, with recurrences in multiple past seasons causing him to miss three Australian summers in four years.
The bowler mentioned he would be bold in recovery efforts in his recovery plan to ensure his availability for the Ashes.
He mentioned that he did not know if Cummins had begun bowling as part of his rehabilitation but acknowledged it was "getting tight" for him to be fit for the initial match.
Alternative Arrangements
In case of absence, ex-skipper Smith will take over the captaincy.
Versatile player Green was recently pulled out from the ODI lineup for their one-day international series against India as a safety move because of soreness in his side.
He labeled it as a "small issue and stated that he's scheduled to appear in the state-level matches, so will be "in a good place to deliver overs."
"Extensive planning has gone into building out the plan for him to be available for the opening match as an all-rounder," he elaborated.
"Originally, he'd only feature in the initial matches anyway. How he handles the bat in limited-overs, even if it just sets him back for another day, we just made the decision to take a cautious route."
